Medical Disposables Supplier for Abu Dhabi
Abu Dhabi's healthcare sector is regulated by the Department of Health (DoH), and a large part of public-hospital purchasing runs through Rafed, the group purchasing organisation owned by PureHealth. WinHyCare supplies surgical and isolation gowns, scrub suits, bed sheets, 3-ply masks, gloves and caps to Abu Dhabi distributors and healthcare groups from our Dubai warehouse or direct from India. We are not a Rafed contract supplier; distributors that hold contracts can source from us.

How Abu Dhabi's public hospitals buy: Rafed
ADQ launched Rafed in September 2020 as a healthcare group purchasing organisation, initially covering procurement for SEHA, and in March 2021 announced that Rafed and Union71 would be merged into Pure Health. PureHealth describes Rafed as the first group purchasing organisation focused on healthcare in the Middle East; Rafed's own site describes its role as supplier sourcing, contract management, ordering, warehousing and distribution for Abu Dhabi's healthcare sector, with vendor registration and tenders handled through its supplier portal.
SEHA, the largest public provider, runs 14 hospitals and 46 clinics according to PureHealth. For a supplier this means public-network volumes of gowns, bed sheets and masks are bought centrally, on contract and to specification, rather than hospital by hospital. If you are a distributor bidding on or holding a Rafed contract, we can quote to the tender specification and provide the product file. WinHyCare does not hold a Rafed contract in its own name.
Regulators: DoH for facilities, EDE for products
The Department of Health - Abu Dhabi describes itself as the regulative body of the healthcare sector in the emirate. Product registration is federal. The Emirates Drug Establishment issues marketing authorisations for medical devices, and only an EDE-licensed warehouse, local manufacturer or marketing office can hold one. Devices are grouped into Classes I to IV and an authorisation is valid for five years.
Where a gown tender names a barrier standard, our guide to EN 13795 and ANSI/AAMI PB70 explains how those levels are tested, so you can check which of our SMS, PE-coated and CPE gowns fits the specification before you bid.
Khalifa Port, KEZAD and the road from Dubai
Khalifa Port is AD Ports Group's main container gateway; the group reported 7.7 million TEU of container throughput in 2025, and CMA Terminals Khalifa Port alone handled more than 1.3 million TEU in its first year. Next to it, the Khalifa Economic Zones Abu Dhabi (KEZAD) cluster had 12 economic zones covering 550 square kilometres at its 2022 launch.
Goods already held in the UAE move by road from our Ras Al Khor warehouse in Dubai; container loads from India can be routed to Khalifa Port when the consignee is in Abu Dhabi.
On the food side, the Abu Dhabi Agriculture and Food Safety Authority (ADAFSA) requires all food handlers in the emirate to complete its Essential Food Safety Training. Hair nets, PE aprons and food-service gloves from the same range can be added to clinical orders.
How we supply Abu Dhabi
Abu Dhabi orders are dispatched by road from our warehouse in Ras Al Khor, Dubai, or shipped from India to Jebel Ali or Khalifa Port for container volumes. We have no office in Abu Dhabi.
We do not hold EDE marketing authorisations, DoH licences or a Rafed contract. Your licensed UAE warehouse or distributor is the importer and authorisation holder; we supply spec sheets, certificates of analysis and declarations of the ISO 9001 / ISO 13485 quality standards the goods are supplied to, and quote to tender specifications on request.

Who regulates healthcare in Abu Dhabi?
The Department of Health - Abu Dhabi regulates the emirate's healthcare sector. Medical device marketing authorisation is issued federally by the Emirates Drug Establishment (EDE).

Yes. Orders for Abu Dhabi consignees are dispatched by road from our Ras Al Khor warehouse, or shipped from India for container volumes. Lead time is confirmed per order.
