Import route: MOPH and a local Qatari company

The Ministry of Public Health regulates medical devices in Qatar. Regulatory consultants describe the route as follows: a foreign manufacturer or supplier cannot deal with MOPH directly and must appoint a locally registered Qatari company as its authorised representative. Consumables and other non-implantable devices are generally imported against a permit issued for each shipment, while higher-risk devices need registration first. Evidence of approval by a reference regulator (such as CE marking or US FDA clearance) is commonly asked for. Consultants differ on exactly where the line between per-shipment permits and full registration falls, so the classification of each item should be confirmed with MOPH by your Qatari agent before the first shipment.

That makes your local company the importer of record and the party MOPH deals with. Our role is to supply the product documentation the agent submits and to keep it consistent across repeat shipments, since each permit application is checked against the same file.

Hamad Medical Corporation and primary care

Hamad Medical Corporation describes itself as the principal public healthcare provider in Qatar. It manages twelve hospitals, nine specialist and three community hospitals, plus the National Ambulance Service and home care. Its 2025 figures show the scale of consumption: 159,109 inpatient admissions, 80,218 surgeries, 974,268 adult emergency visits and more than 3 million outpatient visits. Primary care is run separately by the Primary Health Care Corporation through 31 health centres.

HMC's Supply Chain Management department handles centralised purchasing, receiving and distribution. Its vendor registration guidelines ask bidders for their Commercial Registration, require delivered goods to carry at least two-thirds of their shelf life, and strongly recommend that local agents hold a minimum of three months' stock in Qatar. For a distributor supplying HMC, that stock-holding expectation is the practical reason to have a dependable upstream source for high-turnover lines such as masks, gowns, bed sheets and gloves.

Hamad Port and the 5% duty

Hamad Port, officially opened in September 2017, covers 28.5 square kilometres and connects Qatar to more than 150 destinations. It handled 1.421 million TEU in 2024, up 9%, and food security was one of the stated purposes of building it. Sea freight from India or the UAE for Doha consignees arrives here.

Qatar applies a 5% ad valorem duty to the CIF value of most imported goods under the GCC Customs Union law. Whether a specific disposable qualifies for any exemption is a question for your customs broker; we provide the HS code we use and the commercial documents for the shipment.

How we supply Qatar

We have no office or stock in Qatar. Orders ship from India or from our warehouse in Ras Al Khor, Dubai, to your Qatari company, which acts as importer of record and handles MOPH permits or registration and customs clearance.

We do not hold MOPH registrations or an HMC vendor registration. We supply spec sheets, certificates of analysis and declarations of the ISO 9001 / ISO 13485 quality standards the goods are supplied to, and confirm shelf life at dispatch so your stock meets HMC's two-thirds rule.

Medical disposables in Qatar: FAQ

Can WinHyCare import directly into Qatar?

No. Foreign suppliers work through a locally registered Qatari company that deals with the Ministry of Public Health and acts as importer of record. We ship to that company.

Do consumables need MOPH registration in Qatar?

Consultants describe consumables and other non-implantable devices as imported on a per-shipment permit, with full registration for higher-risk devices, but sources differ on the exact class boundary. Your Qatari agent should confirm the route for each item with MOPH.

How does Hamad Medical Corporation buy disposables?

HMC's Supply Chain Management department purchases centrally. Its vendor guidelines require a Commercial Registration, at least two-thirds remaining shelf life on delivery, and recommend that local agents keep three months' stock in Qatar.

Which port do Qatar shipments use?

Sea freight arrives at Hamad Port, which handled 1.421 million TEU in 2024. Smaller consignments can also be air-freighted.

What duty applies to disposables imported into Qatar?

Qatar applies 5% ad valorem on the CIF value of most imported goods under the GCC Customs Union. Confirm the classification of each item with your customs broker.
